Bill will be lovingly remembered by his daughter, Tracie and her husband Mark Ouellette; his five grandchildren, Aaron Joseph Scarborough (Stephanie), Joshua Ouellette (Chelsea), Noah Ouellette, Christopher Ouellette, and Holly Ouellette; by his sisters Lydia "Lea" Authement and Irene Freeman and their families; by his cousin Carol Toussel and her family, and by countless relatives and friends.
Bill is predeceased by his parents William Donald and Dorothy Marie Scarborough, his brother Raymond Marcus Scarborough, his son Michael Joseph Scarborough, and his former wife Paula Louise Scarborough.
Born in New Orleans, Louisiana, Bill joined the United States Air Force after graduating from Saint Bernard High School. Bill had an illustrious military career in the U. S. Air Force (1958-62) and the U.S. Air Force Reserves (1962-69) serving as a cryptographer. Bill then went on to work for the United States Navy in Long Beach, California as a communications specialist. He later moved into the private sector and worked for Litton Industries, where he traveled to various military bases around the world teaching artillery and communication programs.
A burial service will be held at Riverside National Cemetery, Riverside, California on April 20, 2018 at 1:00 p.m.
