She was born in Roanoke, VA. Delcie graduated from Kenwood High School in Baltimore, MD, and went on to earn her certificate at Burroughs Business School in Baltimore. She worked at Fort Detrick in the 1950's on projects for the defense of our country.
In 1956, she married her husband Bob, who was an engineer with Martin Marietta in Baltimore. He was relocated to the new Orlando facility, where Delcie was subsequently hired as an accountant and was later promoted to doing engineering work calculating the flight paths of Soviet missiles should a nuclear attack occur (think in terms of the movie “Hidden Women”). She then went to work for International Laser Systems, which was later sold to Martin Marietta (full circle).
In her youth, Delcie enjoyed going out dancing and was quite athletic. She and Bob enjoyed camping and riding bicycles. Delcie was known as an excellent cook! She was a longtime member of Christian Women's Club, an informal bimonthly luncheon from about 2010 through dissolved in 2019 due to Covid. The members were mostly from Winter Park, Maitland, Altamonte Springs, Longwood, and Sanford who met for food, prayer, and fellowship.
Delcie was preceded in death by her mother, Ruby E. Stewart, and her loving husband of 53 years, Robert R. Russell. She is survived by her two half-brothers, Frank M. Dalton and Chester Mack Dalton, several nieces and nephews, and her guardian angel Andrew Caldwell, who “adopted” Delcie as his grandmother, and she “adopted” him as her grandson; Andrew visited Delcie weekly during her final three years to help with reading mail, taking her out shopping, and various other tasks. He is a stellar example of helping others and treating them with kindness.
Visitation will be held from 6-8pm on Friday, October 4, at Baldwin-Fairchild Funeral Home, 7520 Aloma Ave, Winter Park, FL 32792. A funeral service will occur Saturday, October 5, from 10-11am at the funeral home, with a committal service to follow from 11:30am to 12 noon at Glen Haven Memorial Park, 2300 Temple Dr., Winter Park, FL 32789.
