I am deeply saddened by Dave's passing.  I was fortunate to work with him.  I always found him to be a man of great integrity and intelligence.  He will be missed.

I worked for Dave for several years at DCR. I never knew anyone more dedicated.  He used to tell me that one day when his career was over, he wanted people to say "Dave, you done good".  Well Dave, you done great.  He had a lasting impact on natural resources in Virginia and he will be missed by all of us.

David was my go to person when i serve as the chairperson of the Virginia Soil & Water Conservation Board. Have great respect for David. I will miss my friend.

I'm sorry to hear about Dave. I worked with him at DCR. I've always had the utmost respect for him. In the sign in/out sheet for people who work past business hours. I'd usually see his name signed in. It will be extremely difficult for them to find someone who is as dedicated and knowledgeable as Dave.

It was such a pleasure to work with Dave during my time as chair of the Virginia Soil and Water Board, and the years since then.  I know  I could always rely on his expert advice and assistance.  He was professional at every step and was a kind and caring person as well.  I will remember him fondly and know he will be missed by many of us in his conservation family.  My sympathy and condolences to the Dowling family.

We at Williamsburg Hyundai had the pleasure of assisting Dave in an automobile purchase, what a wonderful person to deal with.  May the family find comfort in knowing that Dave was a truly nice person.

David was very thoughtful and logical in his thinking; the consummate professional and a person with a strong work ethic.  He provided a great example for others to follow. My thoughts are with his immediate family as well as his conservation family. He will be sorely missed.

Working with David in his role at DCR was an absolute pleasure! He always kept the main thing the main thing and Virginia's natural resources protected. But he treated all involved with any issue with respect even when policy positions were opposed. He will be greatly missed!

He was one of the kindest people I've ever met. He will be as deeply missed as he was deeply loved.   My sincere condolences Dana, Holly and all who are grieving this tremendous loss.

Over the course of my career in Virginia, I've had the opportunity to meet Dave and have nothing but positive things to say about about him.  More importantly, I know many people he worked closely with over the years.  I want to let his family know how well respected he is and how many times I have heard his colleagues who know him well speak of him with fondness.  Of course he has also worked collaboratively with many people to protect and conserve Virginia's natural resources.  During the brief time I have had the opportunity to speak with Dave, I have also heard him talk about his wife and daughter.  Dana and Holly Grace, it was clear to me that there are no people more important to him than you two.  Dave was not on this earth as long as we would have liked him to be - that is an understatement.  But while he was here, he made a tremendous, positive difference - that is a fact.  I agree with Mr. Emerson when he says "To leave this world a better place...to know that even one life has breathed easier because you have lived - that is to have succeeded."  Dave hit the ball out of the park on that one.

Our sincere sympathy on David's death.  Over the years our lives have not crossed directly.  But Ron (cousin) remembers well how excited Aunt Winnie and Uncle Clark and Sue were when David arrived. He remembers trips to the beach and good family times.  I worked near Hartwick College in Oneonta for 7 years and often thought of David and his major there. But as we all know, life goes on.
