Carter, Billy J., 89, passed away Monday, May 21, 2012. Survivors include his wife of 62 years, Lucille L. Carter, sons Mark E. (Susie) and Paul A. (Lavon) Carter of Wichita, 3 grandchildren, and four great grandchildren. Billy was an employee of the City of Wichita for 30 years and a U.S. Army World War II veteran. Memorial service at 1:00 pm Thursday at Resthaven Mortuary, 11800 W. Highway 54, Wichita.
