Josh was born on May 15, 1931 in Antwerp Belgium to Rosa Neulinger (née Lerner) and Leon Neulinger, who later changed their names to Shoshana and Jehudah Noily. Jehudah was born in Krakow and Shoshana in Brzozow, near Lviv (then part of Poland).
When Josh was three, his family emigrated to British Mandate Palestine and settled in Tel Aviv. He remembered as a young child experiencing violent outbreaks between the Jewish and Arab populations, and hiding on a balcony as bullets flew overhead. At 14, he joined the Gadna (youth military regiment), and his high school education was interrupted when he was called to fight in the 1948 War of Independence. He completed high school after the war, and then came to the U.S. to attend college.
Josh graduated college with a Bachelors of Science in Engineering from Cal State Los Angeles in March 1957. He worked two full-time jobs during the summers to earn money to live on for the following school year, when he was limited to working 20 hours/week on his student visa.
He met his beloved wife of 63 years, Karyl Traum, on a blind date in March 1958. By late December they were married. He worked first as an engineer in the aerospace industry, including being part of a team that created NORAD (the North American Air Defense System). After ten years in that industry he became a management consultant, and then moved into commercial real estate. He became a very astute investor and financial manager, sharing his learning with many in his circle.
Josh was a brilliant man, and loved to learn and think about everything - politics, economics, science, nature, history, and the future of humanity. He was a talented violinist, an avid reader, an elegant dancer, and a suave and handsome man to his dying day. He delighted in telling jokes, and in dancing a rhumba and a merengue with Karyl. Josh was an aircraft pilot, and in mid-life earned his instrument license. He loved flying, and was most exhilarated in the sky. He was equally meticulous in his ethical commitments and his personal habits.
Josh loved living in Westlake Village, and over his 36 years there, he brought immeasurable joy to the kids in his life by taking them out on his boat (named “Nat Jes Any Boat,” after his grandchildren) and handing them the steering wheel mid-cruise, often with a captain’s hat to go with it. In recent years, he spent less time on the boat, but continued to deeply enjoy his life with Karyl on the lakeshore.
He reached the end of his life filled with gratitude for the blessings he’d received, and in close connection with his beloveds. Josh lived and died on his own terms, and he leaves a lasting legacy for all of us who knew him.
Josh is survived by his beloved wife Karyl, son Jonathan Todd and his wife Ruth O’Keefe Todd, child Rabbi Dev Noily and daughter-in-law Sara Felder, granddaughter Natasha Miraya, grandson Jesse Lev Felder Noily, brother Shamy Noily, sister-in-law Daphna Noily, nephews Adam Noily (Maia Beyler Noily), David Noily (Helen Israel), and great nephews and niece Hillel Noily, Elisheva Noily and Asher Noily and many friends and extended family.

A graveside service for Josh will be held Friday, August 19, 2022 from 12:00 PM to 1:00 PM at Valley Oaks-Griffin Memorial Park, Mortuary & Crematory, 5600 Lindero Canyon Road, Westlake Village, CA 91362, followed by a committal service from 1:00 PM to 2:00 PM.
