Catherine was a mother that could not allow a family member to do without. No matter the number of rooms in her house, she always had a place for you to sleep, food for you to eat and a family to bond with. It is said that sometimes it was confusing which kids were really hers due to everyone calling her mom, grandma or god mom; but if you asked Catherine, They were all her children.

Catherine Small was born on June 2, 1937 to the late Jemmie James Small and Abertha Allen in Hasting, Florida; Later raised in Palatka, Florida until her early teens attending Central Academy High. Upon finishing high school, she met a hard working young man by the name of James Edward Scott who asked for her hand in marriage on July 21, 1956. Anyone that knew them or have seen photos of them, knew they were inseparable. With both of them in love, they soon began building their family of six children, two boys and four girls. After placing her children into school, Catherine remained prominent in their lives by becoming head of the school’s parents teacher association. While being a parent, Catherine continued working janitorial jobs at a nearby college alongside her husband.  In the late 60’s, they decided to move their family to Riviera Beach, where their hard work assured all her children had the opportunity to finish public school as well as private school. While in Riviera Beach, she nurtured her children; during a time when African-Americans were told where they could live, where they could work and at what jobs, and frequently where they could go. As the years passed, Catherine taught her children how to cook large soulful family meals, skills in sewing and design, and the importance of always being available for family in time of need. From the time of raising her children to caring for grandchildren, Catherine worked an array of jobs consisting of: concession booth at a movie theatre, testing computer parts in Solar Tron’s assembly line, janitorial duties  for Palm Beach County School Board, assisting at the Boys & Girls Club and a closing manager at several local dry cleaners/laudromats. Finally with all her children out becoming positive additions to society, Catherine sought out to give more of herself by becoming a full-time foster parent, where she and James fostered approximately seven (7) children while adopting a family member.
