Born September 12, 1957 in Louisiana, she was a daughter of the late Arthur Carter, Jr. and Dorothy (Napier) Carter. On April 29, 1978 she married James C. Pannell. The two shared almost 46 years of wonderful marriage together.
Deborah was a faithful and active member of Mt Ed Baptist Church, Afton. Prior to retirement, she was employed with UVA Medical Center for 29 years where she lastly worked as a call center resource specialist. Deborah’s greatest happiness in life was spending time with her family, especially her grandchildren. She enjoyed baking sweets, watching Young & the Restless and cooking for her family. She will be remembered as a loving wife, mother, grandmother, sister, aunt and friend to many.
In addition to her parents, she was preceded in death by her daughter, Johanna Carroll Pannell Drumheller; and two granddaughters, Olivia and Alayna Drumheller.
Survivors include her loving husband, James C. Pannell of Batesville; son, Matthew Ryan Pannell and wife, Christy Wray Pannell of Afton; daughter, Tarah Elizabeth Miller of Afton; seven grandchildren, Ariel Pannell, Bella Drumheller, Landon Drumheller, Myles Pannell, Sophia Pannell, Alexis Miller, and Christian Miller; four siblings, Tammy James and husband, Billy of Whitehall, VA, Bert Carter and wife, Tara, of Amherst, VA, Tuck Carter and partner, Chat Coats of Johnstown, CO and Heidi Carter and husband, Glen Parsons of Keswick, VA; and a number of nieces and nephews.
A memorial service will be held at 2:00 p.m. on Saturday, April 27, 2024 at Mt. Ed Baptist Church, 1606 Craigs Store Road, Afton with Pastor Ronald J. Nickell, Jr. officiating.
