He was preceded in death by his wife Katherine Kenny Bayly in 2022, his first wife Barbara Downey Bayly in 1977, his daughter Anne Louise Bayly Berman (MJ) in 2016, his parents Salome & John Bayly, MD, & siblings Madelaine Kirlin & Timothy Bayly.
John was born in Washington, DC. He attended Gonzaga College High School, Fordham College, & Harvard Law School.
Following law school, he joined the staff of the Federal Communications Commission, became an Assistant U.S. Attorney, was a staff attorney with the Senate Select Committee on Intelligence (The Church Committee), and joined the General Counsel's office at the Corporation for Public Broadcasting. He also was the president of the Legal Services Corporation and of counsel with Stein, Mitchell & Mezines.
He was appointed a Judge of the Superior Court of the District of Columbia in 1990 by President George H. W. Bush. In 2005 he began a second term, appointed by President George W. Bush.
He is survived by his daughters Johanna Howe (Barclay) and Georgia Bayly (Brendan Rapp) and 7 grandchildren. Siblings Brian Bayly (Susan), Josephine McAuley (Frances Sanzaro), Loretta Gallagher (Tim), Terrence Bayly (Patti), Bridget Zarate (Alfredo), Kevin Bayly (Kathy), & Louise Gidez (Chris), and 39 nieces and nephews.
Friends may call on Gawler’s Funeral Home, 5130 Wisconsin Ave, NW, Washington, DC, on Wednesday, August 23 from 4-7 p.m. Mass of Christian Burial on Thursday, August 24 at 11 a.m. at the Shrine of the Most Blessed Sacrament, 5949 Western Ave, NW, Washington, DC. Interment Gate of Heaven Cemetery.
