Born and raised in Providence, RI, Bruce was the son of Delores (Ferri) and Carl Owensby. He graduated from North Providence High School and spent the last three decades running his successful business, Wayland Shoe & Leather Repair. He was a long-standing member of Knights of Columbus and Foster Country Club, bowled weekly at Town Hall Lanes in Johnston, enjoyed annual cross-country trips on his Harley Davidson, and was an avid Patriots football fan.

He leaves behind his daughters, Jaclynn Russo and Jordan Owensby, his son-in-laws Michael Russo and Andrew Rosa, his grandchildren Vieira and Owen Russo, and his siblings Steven Owensby, Terri Scarcella, Karla Raguth, and Deborah Kennedy.
