Howard was born in McMinnville, Oregon to Veryle and Catherine Jones. He graduated from McMinnville High School in 1954. He attended Oregon State College and received his Bachelor of Science degree in General Agriculture.
During his senior year at OSC, Howard was introduced to freshman, Barbara Jean Brouhard. They were married three months later in a union that lasted for over 65 years.
Upon graduating from OSC, Howard received the rank of 2nd Lieutenant in the US Army Artillery, followed by 10 years in the Active Reserve being discharged as a Captain.
Howard was awarded a Master’s Degree in Agricultural Education by the University of Arizona in 1964 and he earned his Doctorate in Adult Education and Public Administration from North Carolina State University in 1969.
Howard began his career at the University of Arizona, Collage of Agriculture, Cooperative Extension Service in 1959 with his acceptance of the position of County Extension Agent in Cochise County (Wilcox). He spent over 40 years working in the College of Agriculture in numerous positions including State 4-H Leader, Regional Director and Assistant Dean for Native American Programs. It was a career with many accomplishments and rewards.
After retiring from the University of Arizona, Howard continued to work as a consultant and volunteer with Arizona’s Native American Communities.
Howard and Barbara traveled extensively in the western US, western Canada and Mexico. They traveled and toured many countries and made friends all over the world.
Howard had a very satisfying and rewarding life. He is survived by his wife, Barbara, daughters, Mary Kay Slyter (Ron) and Deanna Baumgardner (Greg), sons, Brian (Rebecca) and Brad (Brenda). Additionally he is survived by his sister Carol Heath, 10 grandchildren and 5 great grandchildren.
