He was the son of Kaye Joiner and the late Ronald Allan Waters. Bill attended Lakeside High School and then enlisted in the United States Coast Guard.
Bill had an adventurous spirit and loved the outdoors. His big smile and beautiful blue eyes will be missed by family and friends. His daughter, Ava, was his whole world.
He is survived by Ava Anne and her mother Gretchen, his mother Kaye, his stepmother Laurie, his siblings Laura and Allan, and their families.
A memorial service will be held on Saturday December 10, 2022 at 11am at Floral Hills 3150 Lawrenceville Hwy Tucker Georgia 30084.
