A devoted mother, she was the daughter of the late Dr. Clarence L. Owens, DDS and Gladys R. Owens. Born in Carlisle, PA she was a longtime resident of Boiling Springs.
While growing up in Pennsylvania she enjoyed many years showing her horse, Prince; nurturing her green thumb, was a faithful member of the United Methodist Church of Carlisle, a devout social worker, swim team official and unofficial team mom. She enjoyed regular visits to Stone Harbor , NJ where her family had their childhood vacation homes. She was a loyal member of the community,
her door always open and she was willing to add an extra place setting to the dinner table.
A devoted and loving grandmother, and avid sports enthusiast, Betsy enjoyed many years of Penn State football and cheering on the many sports teams of her grandchildren and children. She enjoyed playing bridge with her friends and listening to the waves at the beach.
Betsy was a 1955 graduate of Carlisle (PA) High School, and graduated from Beaver College in 1959 with a business administration degree.
Prior to retirement, she endured many years as an Officer for the Cumberland County Probation and Parole Department.
In addition to her parents, she was preceeded in death by her first husband, Don P. Dugan; her second husband, David E. Baker; her brother, Clarence (Ed) Owens; and her nephew, Bruce Owens.
She is survived by her daughters: Kelley D. Heinlen and husband Robert of Carlisle, PA; Dawn E. Bischoff and husband Daniel of Manahawkin, NJ; Jennifer L. Dugan of Potomac, MD; and Rebecca L. Dugan-Hand and husband Brian Hand of Dallas, TX; her granchildren: Karis, Caitlin, RJ, Jessica, Steven, Bradly, Brayden, Ryan, Shawnie, Brian Jr., Addison, and Sadie Jane; her sister, Phyl Marks of Gardner's, PA; her brother, George Owens of South Carolina; as well as eleven grand-doggies.
A Celebration of Life will be held Saturday April 28, 2018 at 2:00pm at the Two Mile House.
It will be a time of sharing for family and friends so please bring your stories and memories of our mother.
Musicians are welcome to join us at the Celebration of Life.
