Fred was born in Burbank, California to Phillip Dean Walters and Elizabeth E. Foote. He graduated from high school near San Bruno, California. He worked for PNB until he entered the army in 1965. He served both in Germany and saw combat in Vietnam. In 1969 he moved to Beaverton and began working at GTE until he retired in 1999. He married Anna Chavez on May 23, 1971. They have lived in Tigard since 1979. He passed away at Government Camp during a fishing trip. He is survived by his wife, Anna, three step-children, Kellie Henry of Beaverton, Gregory Rector of Oakridge, Oregon and Matt James of Aloha as well as three grandsons and three great grandchildren.
