Charles Franklin Cowley

Funeral services for Charles Franklin Cowley, 71, of Temple will be held at 11:00 A.M. Thursday at Scanio-Harper Funeral Home. Burial will be at Central Texas State Veterans Cemetery. Mr. Cowley died Sunday at his residence. Mr. Cowley was born March 31, 1940 in Tupelo, Mississippi to Troy Cowley and Bernice Hitt Cowley. He earned a degree in Finance. He retired from the U.S. Army. He also retired from the Texas Department of Criminal Justice. He moved to Temple in 1987 and married Barbara Coulter April 3, 1987. He was a Methodist and a member of American Legion Post 133. Survivors include his wife Barbara Ann Cowley of Temple; two sons Kevin Coulter of San Diego, California and Douglas Coulter of South Carolina; one daughter Debra Coulter of Temple; nine grandchildren and six great grandchildren. Memorials may be made to the Children's Hospital at Scott and White. Visitation will be from 5:00 P.M. to 7:00 P.M. at Scanio-Harper Funeral Home.
