Philip Andrew Alleyne

Philip is survived by his beloved wife, Nivea Arroyo Alleyne, his loving son Cory(Nicole) Alleyne, and cherished granddaughter Megan Alleyne. Also mourning his passing are siblings Janice (Marvin) Worrell, Celeste (Grenville) Powell, Marva Howell, and Deborah Collins. He is reunited with his siblings Monville Alleyne and Thaddeus Aldophus Collins who passed on before him.

So many family members will remember him with love: his nieces and nephews Jacqueline Bowen, Jamal Alleyne, Zuri Powell, Shomari Powell, Kamilah Powell, Zakiya Worrell, and Akil Worrell along with his aunt Doris Alleyne Spencer; living sister of his mother, Coral Howell (Vincent and Michael Alleyne) and so many more cousins whom he loved and loved him in return.

Professionally, Philip Alleyne leaves the City of Lauderdale Lakes mourning his passing. His devotion to public service will be remembered. The following is the press release announcing his passing from the City of Lauderdale Lakes and highlighting his accomplishments.

City Mourns the Loss of City Manager Phil Alleyne

With a heavy heart and profound sadness, the City of Lauderdale Lakes announces the passing of City Manager Phil Alleyne. Mr. Alleyne was a stronghold within our city and ensured daily that services were provided to our community members, residents, and employees. Mr. Alleyne first joined the City of Lauderdale Lakes in 2006 as the Public Works Director. After a brief hiatus, he returned to the city in 2016. He was appointed by the Mayor and City Commissioners as City Manager in October of 2016. He worked closely with staff to ensure that the City of Lauderdale Lakes provided innovative and excellent municipal services in an effective and efficient manner.

“My colleagues and I are saddened by the loss of this awesome and professional public servant,” said Mayor Hazelle Rogers. “He will be greatly missed.”

Mr. Alleyne held a Bachelor’s Degree in Civil Engineering from the University of Toronto, Canada. He had over 40 years of progressive experience in Construction Management and Civil Engineering. Mr. Alleyne was an active member of the Broward County City Managers Association, Florida City and County Management Association, International City/County Management Association, National Forum for Black Public Administrators, American Society for Public Administrators, American Society of Civil Engineers, and Broward Metropolitan Planning Organization. Mr. Alleyne attributed his success to having worked under the leadership of some of South Florida’s top City Managers. As a result, Lauderdale Lakes can also say we have experienced the leadership of one of the best in South Florida.

We will be forever grateful to have had the opportunity to be led under the direction of City Manager Alleyne. Mr. Alleyne passed away on October 3, 2022. The Lauderdale Lakes family mourns the loss of this great leader and extends our condolences to his immediate family and friends.

A visitation for Philip will be held Sunday, October 23, 2022 from 11:00 AM to 12:30 PM at Bailey Memorial, 6701 West Commercial Blvd, Tamarac, FL 33319. A memorial service will occur Sunday, October 23, 2022 from 12:30 PM to 1:30 PM, 6701 West Commercial Blvd, Tamarac, FL 33319. A committal service will occur Sunday, October 23, 2022 at 2:15 PM at Remembrance V Niche at Star of David Cemetery, 7701 Bailey Road, North Lauderdale, FL 33068.

In lieu of flowers, contributions in Philip's memory may be made to the City of Lauderdale Lakes Angel Tree Program.
