Born September 16, 1933 in Chaires, Florida, Frances was a lifelong resident of Tallahassee, Florida, where she retired from Centel/Sprint Telephone Company after 32 years of service. Prior to relocating, Frances was an active member of the Woodrun Baptist Church in Tallahassee. In 2008, she moved to Lynn Haven, Florida, to be closer to her family.
Frances was preceded in death by her mother, Nona Bell Gandy Chaires, and her father, Ormand Tolliver Chaires, and two sisters, Mary Ella Chaires and Elizabeth Chaires Newton. She is survived by three daughters: Brenda Bell, Susan Bell, and Laura Bell. She also leaves behind nine grandchildren, eight great-grandchildren, and many beloved cousins.
The family would also like to express their deepest appreciation to Bill Bishop, a longtime family friend, who she loved like a son, and to Covenant Hospice for their support and care in this difficult time.

The family will be greeting friends at Culley’s MeadowWood Funeral Home at 12:30 pm EST. There will be a graveside service following the visitation at Oakland Cemetery on Monday, November 6, 2:00 pm EST.
