She was a lifelong a resident of Sulphur where she was a 1971 graduate of Sulphur High School. Brenda was the co-founder of Survivors United, Inc. and served as a key player in obtaining the registration and public notification of convicted sex offenders, now referred to as "Megan's Law". Under the appointment of two different governors, Brenda had served on the Interagency Council on the Prevention of Sex Offenses and Treatment of Sex Offenders from its inception in 1993. She enjoyed sewing, cooking, spending time with her family (especially her grandchildren), and making and building things for family and friends.
Survivors include her husband of 44 years, Gayle Carlin of Sulphur; her children, Bridgette Navarre and husband, Ryan of Lake Charles, and Brent Dale Carlin and wife, Amanda of Sulphur; and her five grandchildren, Gage, Jaide, Blaide, and Juliana Navarre, and Bynton Carlin. She is preceded in death by her parents, Lawrence and Della Vincent.
Her funeral will be at 1 p.m. Tuesday, April 11, in Hixson-Sulphur Memorial Funeral Home. The Rev. Whitney Miller will officiate. Burial will be in Mimosa Pines Cemetery South in Carlyss.
