Otis Franklin Shifflett, 76, of Fredericksburg passed away Thursday, Dec. 10, 2015, at Stafford Hospital. He was born May 21, 1939, in Harrisonburg to the late Harry W. and Ruby Gowl Shifflett. In addition to his parents, he was preceded in death by his brother David Shifflett. He is survived by his loving wife of 41 years, Nancy Dolinger Shifflett; two daughters, Sandra Passarella (Gary) of Cherry Hill, N.J., and Barbara Service (John) of Maple Shade, N.J.; four grandchildren, Shawn, Lynn, Ryan and Dylan; two brothers, Donald Shifflett and Harry Shifflett Jr.; two sisters, Dorothy Moyers and Carolyn Kontsis; and many nieces and nephews and friends and neighbors. Otis proudly served in the U.S. Navy aboard the USS Newport News. He retired from Fairfax County where he worked as a shift supervisor at the regional wastewater plant in Lorton. He enjoyed and loved the Redskins, NASCAR, fixing small engines, gardening and Westerns on television.
The family will receive friends from 2 to 4 p.m. and from 6 to 8 p.m. on Monday Dec. 14, at Mullins and Thompson Funeral Service, Stafford chapel, 186 Shelton Shop Road. A funeral will be held at 11 a.m. Tuesday Dec. 15, at Grace United Methodist Church, where interment will follow in the church cemetery.
Flowers are welcomed, as well as donations to Mary Washington Hospice or a charity of choice.
