Howard Parker Rice Jr.

Howard Parker Rice Junior, 86, passed away on June 16, 2022, in Alexandria, Virginia. Even though a failing heart took him away from this world, his loving heart left a beacon of light for all his friends and family. He was born in 1935 to Howard and Mary Louise Rice in Ada, Oklahoma. After graduating from the University of Oklahoma in 1958, he was commissioned in the United States Army, where he served on active duty and in the Army Reserve until his retirement as a lieutenant colonel, in 1995. He also worked as a systems engineer for a number of civilian military contractors. After his second retirement in 2007, he volunteered with various tax support organizations and military veteran groups. Howard was preceded in death by his wife, Ella Ruth. He is survived by his sister, Virginia Sircy (Otice), his daughters, Robbie Miller (Perry) and Sarah Rice, and his grandchildren, Samuel and Morgan Miller. Howard's ashes will be interred at Arlington National Cemetery on a date to be determined. In lieu of flowers, please donate to The Army Historical Foundation.
