Joe passed away December 14, 2017 in the arms of his loving Wife of 56 years. Joe was born in Lewiston Idaho to Joseph Cisney and Willamete Brady Parker July 26, 1938. Joe graduated from Moscow High School and earned his Eagle Scout in 1956 then attended the University of Idaho before moving to Spokane with his family. He attended Spokane Technical School earning an FAA Airframe & Power Plant technician license while training to be a pilot. In 1961 he married his sweetheart, Janet, and enlisted in the Washington State Air National Guard where he served in the 142nd Air Defense Wing as a Jet Propulsion Mechanic. That year he also graduated from Spokane Technical School and earned his FAA Private and Commercial Pilot Licenses. Joe followed his passion for flying as a FAA Certified Flight Instructor, Air Taxi and Corporate Pilot introducing many people to the thrill of flight and providing piloting services for multiple local businesses. In 1975 he began work for the Cheney School District’s Maintenance and Transportation department where he served multiple terms as the President of the local Public School Employees (PSE) Association. He retired in 2000, often supporting friends and family with remodeling, construction and handyman activities, using skill sets he mastered over many years of do-it-yourself projects. Joe was a generous and gregarious individual who gave from the heart and would happily open a friendly conversation with anyone. He is survived by his wife, Janet, son Don, daughter-in-law, Vicky, sister, Rosalie Lueck, her Husband, Dean Lueck, Granddaughters, Abigail and Olivia Parker, nephews & nieces and great nephews & great nieces. The family will hold a celebration of life at Ball and Dodd Funeral Home on December 29, 2017 at 3:00 PM.
