Tom was born June 10, 1930 in St. Louis, Missouri, to the late Ben F. Jr. and Catherine Marshall of Blodgett, Missouri. He was a graduate of St. Henry Catholic School in Charleston, Missouri and then attended the University of Missouri. He then served in the U.S. Army at Ft. Riley, Kansas, as a corporal in the military police.
Marshall was engaged in farming with his brother while working for the Department of Agriculture as a field man. In 1969, Governor Warren Hearnes, appointed him as the Scott County Collector. Tom faithfully served the residents of Scott County for 29 years. He was a member of St. Francis Xavier Catholic Church, a 4th Degree in Knights of Columbus, a member of the American Legion, and Sikeston Elks Lodge. He also served on the Sikeston Special Road District, Scott County Ambulance Board, and Scott County Democrat Committee.
On November 28, 1981, he married Judy Moore Hart, who survives of the home.
Also surviving are his two sons and daughter-in-laws, Mike and Beth Marshall of Sikeston, Bob and Theresa Marshall of Sikeston; five grandchildren and their spouses, Thomas Austin II and Maggie Marshall of Nashville, Catherine and John Laningham of St. Louis, Matt and Betty Marshall, and Robbie and Dana Marshall of Sikeston; and seven great-grandchildren. Also surviving are his two step-daughters and husbands, Karen and John Greer of Sikeston, and Susan and Doug Eskew of Jackson, MS; five grandchildren and their spouses, Matthew and Blake Bain, Caroline and Garrett May, Jessica and Mark Eubank, Kevin and Noelle Eskew, and Emily and Peyton Helm; and seven great-grandchildren. Also surviving is one brother and sister-in-law, Jack and Barbara Marshall of Cape Girardeau.
Preceding him in death was his wife, Phyllis Ann Garner Marshall; his son, Thomas Austin Marshall Jr.; his son, James Marshall, and one brother, Ben F. Marshall III.
Pallbearers will be: Austin Marshall, John Laningham, Matt Marshall, Robbie Marshall, Matthew Bain, and Kevin Eskew.
Honorary Pallbearers: David Dolan, Frank Marshall, Patrick Hulshof, Edward Dement, Terry Cole, Tyrone Price, Mike Bohannon, Jonathan Maloyed, and Ramsay Garner.
Visitation will be Wednesday, February 1, 2023, at 9:00 a.m. followed by a 10:00 a.m. mass at St. Francis Xavier Catholic Church with Father Colby Elbert officiating.
Burial will follow in Sikeston City Cemetery.
In lieu of flowers, the family requested memorial donations may be made to St. Francis Xavier School or Missouri Delta Foundation.
