Billy James Blackwell, 80, of Shawnee, Oklahoma passed away Wednesday, November 17, 2010. He was born April 12, 1930 in Graford, Texas to Rose Jewel (Eubank) and James Monroe Blackwell. As a young man Billy was an Eagle Boy Scout and All-State in Baseball in 1948. He also graduated from Oklahoma City University with a Bachelor of Arts in Industrial Arts. His work history included U.S. Air Force, electrician/mechanic for Tinker Air Force Base on the B-52s, a safety officer/specialist for the Bureau of Indian Affairs in Shiprock, New Mexico, and a compliance officer for Occupational Safety and Health Administration in Denver, Colorado and for Oklahoma City, Oklahoma. On July 15, 1951 in Meeker, Oklahoma at the Church of Christ he married the love of his life, Peggye A. (Dover) Blackwell. Billy was a lifetime member of the National Rifle Association and the Shawnee Rifle Pistol Club, and his many hobbies included being a youth baseball coach, competitive shooting, coin collecting, Boy Scout leader, and long-time hunter. He is preceded in death by his parents and sister, Jane (Blackwell) Rush. He is survived by his wife, Peggye A. Blackwell of the home; son, Billy J. Blackwell, Jr. and wife, Elizabeth of Edmond, OK; son, Scott W. Blackwell and wife, Pam of Tulsa, OK; son, Barry K. Blackwell and wife Joann of Morgantown, W.V.; son, Steven P. Blackwell of Little Rock, AR; daughter, Shelley B. Gilbert and husband, Greg of Shawnee, OK; daughter, Shawna J. Moore and husband, Monte of Winchester, KS and 13 wonderful grandchildren. His service will be held at his place of worship, the Northridge Church of Christ in Shawnee, 3:30 P.M., Saturday, November 20th with burial to follow at Resthaven Memorial Park.
