RUTLEDGE,Virginia Lou Penn Agnew was born September 13, 1926 at Mound Hospital (now Bayfront) ,, as its basement flooded from a storm surge. She was a footling breech. Her parents John William Penn and Ruth Martin Penn, lived in several locations around St Petersburg and Tampa as her father, a heavy equipment operator, worked on the first St Petersburg Pier. The family moved following construction business first to Texas and then to McKeesport, PA, where she graduated from High School as only the second child of 4 in the family to graduate. Virginia then moved to Washington, DC where she met and married her first husband, Donald Burns Agnew. She worked during the day (DOD) and continued classes at night for both career and personal enrichment. Her two children, Donald Burns Lee Agnew, and Melissa Louise Agnew (Brown) (Giles), were both born in Washington DC. She met Colonel Rocky Rutledge (USMC Ret) shortly after her divorce from Donald Agnew and married him prior to moving to Pinellas Park, FL, to be near her parents. She retired from the IRS and travelled widely with her mother, sister Patricia, and friends. She was pre deceased by her parents, both husbands, and all her siblings. As her health declined she became more involved in local card and mahjong groups. She moved into Mease Manor in July 2015 and passed away January 18, 2016.. In some cultures, Mahjong is played at funerals so the deceased may enjoy tiles clicking and slamming; We ask that any of her friends who play will play one such game in her memory.
Virginia is survived by her two children, 4 grandchildren, 7 great-grandchildren, and several nieces and nephews with whom she was close, including Ray Douglas Lafferty and Lois Charlene Penn Jenkins.
