________________________________________________________________________________ After battling cancer since 2010 and Fighting the Good Fight, Joy Pangilinan Junsay passed away on Wednesday, March 12, 2025.
Joy was born February 6, 1955 to Ligaya and Hilarion Junsay at Ryukyus Army Hospital, Uchitomari, Okinawa; and came to the United States in 1957 to join their father who retired from the US Army after 20 years of service residing in Salinas as a toddler, moving to Marina in 1958 until 1960 when her father purchased a home in Seaside.
Joy attended elementary and junior high school in Seaside, graduated from Monterey High School in 1973 and graduated from Monterey Peninsula College in 1975.
After working a temporary job at San Francisco State University Registration Office in June of 1977, Joy returned home to Seaside to work for Assemblyman Henry J Mello and continued working for him into his Senate years until July, 1989; and then went on to work for the City of Marina as the City Clerk for 21 years, retiring in July 2010.
Joy went on to work as the Executive Director for the Peace Officers Association of the County of Monterey from January 2011 through December 2020, and volunteered for several years after.
Joy enjoyed volunteering in her community. She was the first female President elected by/to the Monterey Peninsula Jaycees in 1988 after serving as Community Development Director & Vice President; Board Member and co-Founder Monterey Peninsula Nanao Friendship Association; Founder Portola/King Junior High School Reunion; Marina Rotary Club Community Development Director; Monterey Peninsula College Alumni Committee Member and Booster Club Committee Member & Chair to name a few.
In recognition of Joy’s service to the community, she received a myriad of honors: Monterey Peninsula Jaycee of the Month, June and August 1986; Jaycee of the Year, 1986-87; California Jaycees District Four Outstanding Community Development Vice President of the Year, 1987; City of Marina Employee of the Quarter, June 1991; Monterey Peninsula Jaycees Outstanding Young Citizen of the Year, 1991; Marina Chamber of Commerce Employee of the Year 2001; MPC Hall of Fame 2010; and Marina Foundation Woman of the Year 2013.
CHISPA honored Joy by naming a 47 Unit Apartment Complex on DeForest Road in Marina the Junsay Oaks Senior Apartments that was dedicated February 28, 2020.
Joy was predeceased by her husband, Robert T. Hatcher and her parents. She leaves her siblings, Julito (Joan), Ruben (Evangeline), Larry, Diana and Henry (Celia); several nieces, nephews, her husband’s grand and great grandchildren and many friends.
Joy requested no flowers, but suggested donations be made to the Boys and Girls Club of Monterey County (Seaside), The Marina Foundation & The Village Project in Seaside.
