Joe M. Martinez, Jr., loving husband and father, entered into eternal rest on November 06, 2010 at the age of 63. Mr. Martinez was born on September 04, 1947 in San Antonio, TX to Joe and Gloria Martinez. Mr. Martinez honorably served in the United States Air Force for 27 years and retired as a Major. Mr. Martinez was known as the fiscal guru for Parent/Child Incorporated from June 1, 1980 until his retirement as Chief Financial Officer on October 30, 2009 as the overseer of a $65,000,000 (sixty five million dollar) budget. Though he held many positions such as Personnel Director, Lead Negotiator during AFSCME contract negotiations, Accountant, Comptroller, and Director of Accounting, he was best known for his knowledge with fiscal best practices, sound fiscal management, fiscal rules, and regulations. Because of his strong fiscal knowledge, he was asked to serve as a fiscal management panelist for all grantees within Region VI. For over 29 years, he guided the fiscal department through 10 Federal Reviews, and 29 agency-wide financial audits without and deficiencies and/or audit exceptions. Even during his illness, Mr. Martinez always made sure, through his staff, the agency stayed fiscally sound. Mr. Martinez will always be known as an advocate for children and families, an embracer of any challenge put before him and always having a heart for those less fortunate. He was much loved and respected for the significant contributions he made to the Parent/Child Incorporated Family. We can her him say: “I have fought a good fight, I have finished my course, I have kept the faith.” 2 Timothy 4:7. He is survived by his loving wife of 39 years, Syria Martinez; daughter, Cristella Martinez; son, Joey Martinez III; mother, Gloria Martinez; sisters, Caroline De Leon (Robert) and Elizabeth Schutze (Fredrick); and numerous sisters-in-law, brothers-in-law, nieces, nephews, and other relatives. A visitation will begin at 5:00 p.m. on Sunday, November 14, 2010 at Sunset Northwest Funeral Home, and a Rosary will be recited that evening at 7:00 p.m. the family will receive friends and family at 9:00 a.m. on Monday, November 15, 2010 at St. Brigid’s Catholic Church, 6907 Kitchener; and the Funeral Mass will be conducted at 10:00 a.m. Interment will follow at Fort Sam Houston National Cemetery with full military honors.
