He was a graduate of Floresville High School, attended Schreiner Institute and graduated with a B. B. A. degree from The University of Texas at Austin in 1945. He returned to Floresville and entered the family business, Woolsey Insurance Agency.
He was elected director and cashier of First City National Bank in 1960 and rose to executive vice-president and subsequently to president prior to his retirement in 1978.
While a resident of Floresville, Mr. Woolsey was an active member of the First United Methodist Church serving in the choir, as Chairman of the Finance Committee, and as Chairman of the Board of Stewards.
He also was a member of the Floresville Peanut Festival Assoc., Lions Club, Wilson County Volunteer Ambulance Assoc., and the South Texas Cattle Raisers Assoc. Mr. Woolsey served as a director of the Floresville Electric Light and Power System for several years. He served as Alderman for the City of Floresville from 1965 to 1968 and Mayor from 1968 to 1969.
After retirement, Mr. Woolsey moved to Colorado then returned to Texas in 1983, settling in San Antonio in 1995. He became an active member of Alamo Heights United Methodist Church participating in numerous volunteer activities including the Joy Singers.
Survivors include his wife of 60 years, Elizabeth Anne Seale Woolsey; daughter Mary Anne Barber and husband Ken of Floresville; and, daughter Catherine W. Stradley and husband Mark of Dallas. Grandchildren include Dr. Richard B. Barber and wife Lisa of Temple; Catherine Anne Fullen and husband Corey of San Antonio; Stephen L. Hulme and wife Katie of Houston; Christopher W. Hulme of Greenville, South Carolina; and, Michael T. Stradley of Dallas. Mr. Woolsey had one great-grandchild, Beau Woolsey Barber of Temple.
