On September 7, 1933, he was born in New Brunswick, New Jersey, to the late Deacon Robert W. and Magnolia Scruggs.
Dean was the youngest boy of four children (Walt, Robert, and Maggie). He received his education through the Metuchen school system up until his graduation in 1951. He was raised in the New Hope Baptist Church in Metuchen, New Jersey. His father, the late Deacon Robert W. Scruggs was one of the four members who organized this church in 1923.
Dean enlisted into the military on June 24, 1953, and during one of his temporary duties (TDY), he met his eternal soulmate Kimie Shikato in Japan; they married in 1961. They were blessed with one daughter (Karen). After serving his country for over 20 years, including serving in the Korean and Vietnam Wars, he retired with honors on September 1, 1973. He then started working for the U.S. Postal Service as an electrical/mechanical engineer and retired after 36 years on June 1, 2009.
In his spare time, Dean loved to go bowling, fishing, and hunting. He was the National Youth Bowling Director for several years and participated in numerous bowling tournaments. Fishing was also a great passion of Dean’s, and he would often go fishing ‘up the road’, to find him gone for a few days because his ‘up the road’ found him going to Corpus Christi and Galveston to fish. Dean was such a giver of his time and energy with a heart of gold to all that knew and remembered him. His greatest joy in life was his 'Girls', his wife and eternal soulmate, Kimie, and their daughter, Karen, and granddaughter, Brittani.
He is preceded in death by his parents, Deacon Robert W. and Magnolia Scruggs, his beloved wife, Kimie Scruggs; Brothers - Robert L. and Vivian Scruggs, Walter E. and Lucinda Kearney; Sister, Magnolia Johnson, Brother-in-Law, Donald Johnson, and Grandson, Cornelio Ontiveros, Jr.
