Bill attended Willamina High School where he enjoyed playing football and basketball then went on to graduate from Eugene High School. He attended University of Oregon, University of Washington and Clark Jr. College. After attending computer school in Seattle, Washington he worked for Boeing. While living in Seattle, he met and married Gaye Gonnella in 1964. They moved to Salem in 1966 where he worked in computer processing for SAIF and the Oregon State Legislature until his retirement in 1998.
Bill served in the Army Reserves during the Vietnam War, was a member of the Keizer Elks and an active member of St. Edward Catholic Church. He enjoyed many trips with his wife and family including boating in the San Juan Islands, traveling to Europe, Hawaii and the Oregon Coast. His hobbies included golfing, gardening, playing bridge and finding good deals at garage sales and thrift shops. He was known for his good conversations with friends, family and even strangers. He appreciated the simple pleasures in life.
Bill is survived by his wife, Gaye McDougall of 55 years and their two children: daughter Molly (Bobby) Culp, son Mike (Tracey) McDougall and three grandchildren, Jacob, Sabrina and Chloe. He has two younger brothers, Ron (Marylee) McDougall, and Al (Pati) McDougall along with many nieces, nephews, cousins and close friends.
A Mass of Christian Burial will be held at St. Edward Catholic Church on Friday, June 12 at 1:30pm. Due to the current COVID restrictions, this will be a private service. Inurnment will be at Calvary Cemetery in Tacoma, Washington this summer.
