Pat (“Mose”) was a son, brother, Marine, husband, father, uncle, grandfather, river rafter, and attorney, and through all his years was a true friend to many fortunate folks.
Marie Louise Abel Mosey gave birth to Patrick J. Mosey on August 18, 1946. Marie, her mother, and her three sisters (Pat’s aunts) supported one another, and she raised Pat and his older brother, Ed, while working full time at U.S. National Bank, first as a teller and later as one of the bank’s first woman officers.
Pat and the love of his life, Laurie Jeanne Andre, met in high school and dated until he joined the U.S. Marine Corps in 1966. He served in Vietnam, where he began his deep, lifelong friendships with his fellow Marines. After completing his military service in 1968, he returned to Portland; he and Laurie reunited; and they married in 1969.
While Pat worked and put himself through Portland State University, Laurie earned a bachelor’s degree in medical technology and began her career. Several years later, he graduated from Northwestern/Lewis & Clark Law School in Portland. Their family was completed when Laurie gave birth to their daughter, Lisa, in 1973.
The family moved to Salem in 1977, where Pat was initially employed as an assistant attorney general in the Oregon Department of Justice, specializing in personnel and labor relations law. In 1980, the governor appointed him as a member of the Oregon Employment Relations Board, which primarily administers the Oregon public sector collective bargaining law. Over the next 16 years, Pat and his fellow board members rendered decisions that are the landmark interpretations of that statute. Pat left the Board in 1996 and started a career as a management labor relations representative.
Throughout the family’s years in Salem, Pat truly savored his time rafting the wild and scenic Rogue River with a core group of longtime friends, golfing with other friends, getting together with many of those he worked with over the years, and working in his shop. He put all of that aside when Laurie became seriously ill; he lovingly cared for her at home for six years, until her passing on February 4, 2022.
After a full life, Pat died at 77, in his home, of several medical complications. The family is most thankful for the skillful assistance of his caregivers, especially Amber. Pat is survived by his daughter Lisa Seccomb, son-in-law Bob Seccomb, grandson Kyle, brother Ed, nieces Ingrid Mosey and Annette Mosey, and nephew David Mosey.
Friends may make donations in Pat’s memory to Rogue Riverkeeper (devoted to safeguarding the health of the Rogue River), Mission22.com (“Mission 22 provides support to Veterans and their families when they need it most: right now”), the Gary Sinise Foundation (“We’re building specially adapted smart homes . . . and providing home modifications, mobility devices, and adapted vehicles to our injured, wounded, ill, and/or aging heroes”); and the Allen Hein Memorial Labor Law Scholarship at Lewis & Clark Law School (Al and Pat worked together at ERB from 1980 to 1996).
Pat directed that no memorial service be conducted, but some of his family, friends, and colleagues plan to get together informally on Saturday, November 18, from 11:00-2:00, at Langdon Farms Golf Club restaurant, south of Wilsonville, Oregon, to remember Pat and honor his memory. Bring a story. Bring a picture.
