Joe graduated from J.R. Tucker High School in 1977. From there he joined the United States Marine Corp, and was active until 1981. In 1981, He entered into the Air Force where he served until 1990. He was a member of the Tuckahoe Moose Lodge and loved to fish.
Joseph is survived by four sons, Trey, Adam, Patrick, and Casey Francis; a loving mother, Mildred Francis Bottoms (Bill); four siblings, Michael Francis (Pat), Stephen Francis (Karen), David Francis, and Denise Parsons (Jeff); four nephews, Matthew Francis (Patti), Timothy Francis, Forrest Parsons, and Austin Parsons; two nieces, Jennifer Francis and Ashley Parsons.
Joe's life has been impacted by Non-Hodgkin's lymphoma for 25 years which has presented multiple challenges. We will miss Joe's humor and love for life. We stand by your side as we walk each other home.

A public visitation will be held at Woody Funeral Home-Parham, Three Chopt Venue on Wednesday, 11/24/2021 at 6:00PM to 8:00PM. An interment at Hollywood Cemetery, James River Overlook III, will be announced in the future.
