Duncan was born August 29, 1945, in Richmond, Va. He was the son of F. Duncan and Vivian Mills. He graduated from Douglas Freeman High School in 1963, St. Andrews University in Laurinburg, N.C., 1967, and graduated with a Masters in Administration of Justice and Public Safety from VCU. He retired from Virginia Department of Corrections in 2009, after 41 years of service. He was an active member of Three Chopt Presbyterian Church as a Deacon, Elder and Boy Scout Leader. He was a member of the American Clan Gregor Society and proud of his Scottish heritage. Duncan Mills enriched his life through woodworking, exhibiting at art and craft shows with his wife. He was a bowling coach and trained six chihuahuas over 30 years. He and his wife spent the last seven years traveling the U.S. in their RV before settling in Sebastian, Fla.
Surviving are his wife of 50 years, Cornelia "Camie" Handley Mills; and three children. They are Dawn and husband, Charles Self, of Farmers Branch, Texas, Philip of Henrico, Va. and Brian and wife, Jen, of Savannah, Ga.; two grandsons, Ian and Isaac Self of Texas; and one sister, Margaret Maslak of Henrico, Va.

Service is being handled by Woody Funeral Home, Parham Chapel, 1771 North Parham Road, Richmond, Va., 23229. Visitation on February 23, at 10 a.m., service at 11 a.m., followed by interment in Westhampton Memorial Park.
