The family moved to Southern California when Phil was six years old.
Phil met his wife Judith in 1954, and they married July 12, 1958. Soon after, they moved to Northern California, where their children were born. A daughter, Jennifer (Jim) Costa, and sons, Martin (Misty) Culver, Christopher (Maria) Culver, David (Vicki) Culver, and Daniel (Jammie) Culver. Together they had 25 grandchildren, 24 great grandchildren, and 4 great-great grandchildren.
Over the years Phil and Judy welcomed many foster children and international students into their home. Many are considered part of the extended family to this very day.
Phil and Judy enjoyed traveling in their motor home and cruises.
Family was always a huge part of their lives, and they hosted many holiday celebrations with more than 70 people in attendance.
Phil coached little league, belonged to REACT (CB Club) and Shaster R.U. Club, along with other interests.
He retired in 1989 after being a commercial painter for 35 years.
A Viewing will be held on Friday, September 9, 2022 from 4-8 pm at Hoyt-Cole Chapel of the flowers. A Graveside Service will be held at the Oak Hill Cemetery at 10 am on Saturday, September 10, 2022, and will be followed by a Celebration of Life at the Red Bluff Moose Lodge.
