He was born in Reading on November 8, 1944 a son of the late Charles A. and Violet G. (Fichthorn) Waters.
Arthur was employed by the City of Reading as a firefighter for 26 years retiring there. He was known as a jokester and enjoyed putting puzzles together. He was an avid Philadelphia Flyers fan.
In addition to his wife, Arthur is also survived by his 2 sons; Rodney C. and his wife Victoria K. (Link) Waters and Arthur W. Waters, Jr., 2 brothers; John Waters and Charles Waters, 2 sisters; Dolores Lawler and Jeanne Keim, 5 grandchildren and 8 great grandchildren.
