Born in Providence, James was the son of the late John Joseph Mendes, Jr. and the late Angelina Rosa Andrade.

Besides his wife, James is survived by a son, Jamen Mendes, a daughter, Kyesha Mendes, son-in-law, Jairo Betances, a brother, John Mendes, sister, Dena Morris and her husband James, his grandchildren, Jaiden and Riley Betances and Giovanni and Elijah Manuppelli, his aunts, Josephine Lassiter, Anna Rogers, Maria Hazard, Marion Mendes-Barrows, his uncle David Mendes, his step father Joseph Fortes, father-in-law, James E. Lucas, uncle-in-law, Antwyon Carter, aunt-in-law, Makia Earley, and an abundance of nieces, nephews, and cousins. He was the son-in-law of the late Tanya Lucas.
