Private Graveside services will be held at Juniper Haven Cemetery in Prineville.

Zoe was born in Harrodsburg, Kentucky to Emery and Elta (George) Williams on March 15th, 1929.

Zoe attended school in Kentucky, then finished her high school education in Mitchell, Oregon, where she graduated as Salutatorian in her class. In Mitchell, Zoe moved in with her Aunt Fae, Uncle Elbert McCarty, and her cousin, Bea.

After high school, Zoe married Leonard Foley who was also from Mitchell. They moved and made their home in Baker City, Oregon.

Zoe was an avid softball player in high school, and continued playing softball, joining a team in Baker City. She was also active in several bowling leagues.

Zoe is survived by her sons; Larry Foley, Steve Foley, and Monty Foley, Her sister, Carol Gray, along with two grandchildren and three great grandchildren.

She was preceded in death by her parents, her sister Verda Lowery, and her brother Joseph Williams.

Arrangements are in the care of Prineville Funeral Home.
