Donald was born in Ft. Lauderdale, Florida, to the late David H. Carter Sr. and Delena S. Carter. At a very young age he and his family relocated and settled in Holly Hill, Florida. Donald graduated from Mainland High School in 1950 and enlisted in the Navy upon graduation. He then entered the electrical apprenticeship program at Mary Karl Vocational School and became a Journeyman Electrician. He was initiated into the International Brotherhood of Electrical Workers Local Union 756 in February 1954, where he remained a member for 68 years until his passing. Early in his electrical career he was a partner at Kanter & Carter Neon Signs and made the first sign for the Daytona International Speedway. He was a foreman and inspector at Cape Kennedy during the construction of the Vehicle Assembly Building used by NASA. He became assistant business manager for the IBEW Local Union 756 for three years and was subsequently elected to the position of business manager for an additional six years. He was Vice President of the Volusia/Flagler AFL-CIO 4th District and Vice President of Volusia/Flagler Central Labor Union & Building Trades Council. He was also a member of the State Energy Action Committee - District 5, Kennedy Labor Management Committee, United Way and Florida Electrical Workers Association. In 1983, he and Althea Carter established C&C Power Tools in Daytona Beach. He completed his career in labor management at nuclear power plants throughout the United States and eventually retired in Port Orange, Florida.
Donald enjoyed taking his family on annual vacations to the Blue Ridge Mountains. He also enjoyed fishing, shrimping and tinkering in his work shop. He was always willing to lend a helping hand to any neighbor in need.
Donald was preceded in death by his former wife Althea D. Carter, with whom he raised five children, his brothers David H. Carter Jr, Robert Carter and sister Cleo Rann. He is survived by his children Cynthia (Don) Helms of Hampstead, NC; Wendy (Jim) Taylor of Clermont, FL; Donna (Steve) Lamkin of Guyton, GA; Janice (Jay) Wilbanks of South Daytona, FL; and Greg Carter of South Daytona, FL. Seven grandchildren; Jeff Helms, Matt Helms, Darcy McMenamin, Wesley Taylor, Brandon Lamkin, Jessica Cheely and Greg Lamkin; nine greatgrandchildren, his sister Deanna Ford, and lastly his kitty and faithful companion - Georgia.
Visitation will be held from 11:00 until 12:00 on Monday, May 2, 2022, followed by a service in the chapel at Volusia Memorial Funeral Home, 4815 Clyde Morris Blvd, Port Orange, FL 32129. A procession will follow services and interment will be at 1:00 pm at Daytona Memorial Park, 1425 Bellevue Ave. Daytona Beach, FL 32114.
