November 11, 1979, at the Tripler Army Medical Center located in Honolulu, Hawaii, to
Victor and Elsa Perez. She was an extra special gift as she was born on her mother,
Elsa’s birthday. Due to her father’s military service, aside from Hawaii, Rocio also lived
in Quebradillas, Puerto Rico, and El Paso, Texas. Upon her father’s retirement, the
family moved to Plant City, Florida, where Rocio lived most of her life.
Rocio was an honor graduate of Plant City High School and graduated Magna
Cum Laude from Florida Southern College as a double major in Criminology and
Spanish. She graduated from Stetson University’s College of Law with her Juris Doctor
and went on to become a member of the Florida Bar. Rocio had a private practice, the
Law Office of Rocio A. Perez-Lugo, located in Plant City, Florida, where she not only
helped many clients but where many of those clients became dear friends.
Rocio was a beautiful, intelligent, kind, compassionate woman of great faith
and strength. She was an exemplary daughter, sister, aunt, and friend, and no one she
met ever left without being a little better off because they crossed paths with her. She
possessed grit and determination while never letting life’s battles change her heart of
gold. She enjoyed going to church, spending time with her family, traveling, and
discussing politics.
She is preceded in death by her father, Victor Manuel Perez, and her mother,
Elsa Maria Perez. She is survived by her older sister, Elsa Margarita Leon (Alberto
Leon) and her younger sister Janette Marie Perez-Miranda (Adrian Miranda); two
nephews, Christian Leon (Brandi Leon) and Victor Leon; and one niece, Keila Leon.
A visitation will take place on July 28, 2023, from 11:00 a.m. to 12:00 p.m. with a service to celebrate Rocio’s life immediately following at 12:00 p.m. at Wells Memorial Funeral Home, 1903 W. Reynolds Street, Plant City, Florida, followed by a burial service at the Garden of Peace Cemetery, Plant City, Florida.
