Thomas C. Clark, 92, passed away on November 2, 2024, in Phoenix, AZ. He was born on May 22, 1932, in Howell, MO, to Forest E. Clark and Ruth A. (Headrick) Clark. Tom is survived by his loving wife of 68 years, Carolyn L. (Miller) Clark; their children, Tim E. Clark of Tucson, Andrew O. Clark of Phoenix, and Scott F. Clark of Tucson, 10 grandchildren, and 10 great-grandchildren. He was preceded in death by his daughter, Cinda L. Reed, and his brother, Forest E. Clark Jr., who passed in 1995 and 2017, respectively.
Tom attended Roxanna High School, then continued his education at Oklahoma A&M and SMU before earning a master's degree in Agricultural Economics from the University of Arizona. He served in the U.S. Army during the Korean War as a missile technician, with assignments at Redstone Arsenal and White Sands Proving Grounds.
In 1981, after working with the U.S. Bureau of Reclamation and the Arizona State Department of Water Resources, Tom was appointed the first general manager of the newly formed Central Arizona Water Conservation District. He retired in 1995, having expanded the organization to over 400 employees.
Tom was an avid horseman and served in several roles with the Western Saddle Club. He also enjoyed jewelry-making, golf, fishing, and studying Southwestern history.
Visitation will be held on Friday, November 22, at 11:30 am at Phoenix Memorial Park & Mortuary. The funeral service will start at 1:00 pm followed by interment with honors at 2:00 pm.
