Don was a Lieutenant in the Air Force during the Korean War. He attended the University of Massachusetts and received his B.S. in Wildlife Management in 1950. He also attended Michigan State University and Texas A&M University pursuing graduate studies in Fisheries and Wildlife Science and Oceanography. Don served as a Fisheries Research Biologist for the U. S. Fish and Wildlife Service from 1957-1970. Don was an Assistant Professor for Texas A&M University in Galveston for summer sessions from 1964-1972. From 1970 to his retirement in 1994, he was the Area Supervisor of Habitat Conservation with NOAA where he supervised the Service’s evaluation of proposed federal, and federally permitted, construction and discharges in the coastal zone and outer continental shelf off Louisiana and Texas. Don also was the Department of Commerce representative on the Regional Response Team for oil and hazardous substance spills in Standard Federal Region 6, and the National Oceanic and Atmospheric Administration representative on the Gulf of Mexico Regional Technical Working Group for the Outer Continental Shelf and the Galveston Bay and Corpus Christi Bay National Estuary Management Committees. In 1994, he was awarded the Commerce Bronze Medal Award for superior federal service in protecting fisheries habitats within Texas.
Don was a member of the U.S. Power Squadron since 1968 and served as the Bolivar Roads Cooperative Charting Chairman for many years. He received a national Cooperative Charting Award for outstanding contributions to the Coast and Geodetic Survey’s Nautical Charting Program.
While he lived in Galveston, Don was an active member of Trinity Episcopal Church and had served as Lay Reader, Chalice Bearer, and on the Church Vestry. After retirement, he was a volunteer for the Galveston Bay Foundation. Don enjoyed duck hunting, gardening, and being a grandpa.

A memorial service is scheduled on Saturday, December 17, 2011, at 2pm at Trinity Episcopal Church, 2216 Ball, Galveston, with Rev. John Donovan and Rev. William Fowler officiating. Don is survived by his wife of 55 years, Sylvia M. Moore, his daughter Donna and son-in-law Keith Kuhn of Huntsville, Alabama; his son Daniel Moore of Pasadena, California; his daughter Margaret “Meg” Moore of Round Rock, Texas: and his granddaughters Natalie and Samantha Kuhn of Huntsville, Alabama.
