I am very sorry for your loss.  I worked with Steve for many years and considered him a very valued colleague and a friend.  He was very knowledgeable and I learned a great deal from him over many years.  He was also always willing to banter about those forever frugal STL Cardinals which always gave us something (besides work) to talk about.  He will be greatly missed.

Steve was the best! He knew his technical stuff and he knew how to bring people together on hard issues sensibly.  His big comfortable voice filled the room, and he had that kind heart of helpfulness. We share the grief and keep those good memories alive. My heartfelt condolences to all who loved him, my friend!

I am heartbroken to learn of Steve's passing; a man I respected greatly.  Steve was uniquely intelligent, witty and giving, with passions as deep as his commanding voice.

I will always be grateful for Steve's guidance and mentorship over our years in the Unemployment Insurance industry.

There are many memories and stories, but the one most memorable is to be lucky enough to have Steve as a mentor and friend who was part of our lives.  May we all be so fortunate to meet up again with Steve for a good laugh.  May we all carry forward, that when the challenges were facing us, Steve sought a way to work around those.  

Thank you Steve for being a phone call away, or setting across the table in a meeting.  Thank you for being you.  You will live on through each of us fortunate enough to have walked in your path of life.

Steve was one of a kind!! A man passionate about his work that had a desire to help everyone… whether it was assisting in resolution or mentoring, Steve was always there to offer support. Above all, Steve was committed to building strong relationships and many of his professional relationships resulted in great friendships. I worked with Steve for 20+ years and appreciate the impact that he has had on my career! The UI industry will never have another Steve Carter, he was truly the best and will be abundantly missed. May the memories that we cherish comfort us through this heartbreaking loss.  Sending hugs to Sandy and all who knew him!

The Unemployment Insurance industry lost an expert and a renaissance man with the loss of Steve Carter.  I worked with Steve for decades in analyzing unemployment insurance tax issues. He had the rare gift of being analytical and practical in developing solutions to difficult problems. He recognized the human impact of policy and the dynamics of the political process that shaped UI.  He often brought a calming influence in policy discussions. I will miss his wisdom and advice.

I was deeply saddened to hear about the passing of Steve. It is hard to put into words the immense loss our industry (ae well as personally) has suffered. Steve was not just a colleague but an institution in our field-a beacon of knowledge, wisdom and inspiration.
Steve's impact was far reaching, touching the lives of countless individuals, myself no exception. No matter what was before him, Steve always found the time to mentor and share his vast wealth of experience.  To many, he was not just a colleague but a good friend.
