Born September 2, 1939 in Mason County to William Fred and Edna Ellen (Adkins) Otto, she married Lawrence Dale Rouse on July 31, 1991 in Havana. He died on March 2, 2000 in Havana. She also was preceded in death by her parents; one son, William Julius Hibbetts on August 10, 2017 in Havana; two sisters, Doris Johnson and Nancy Hallmark and five brothers, Donald Otto, Scotty Otto, Frank Otto, James Otto and John Isacc Otto.
Surviving are one daughter, Cindy (John) Havens of Lewistown; two sons, Tim (Janelle) Hibbetts and John Hibbetts, both of Havana; nine grandchildren; seventeen great-grandchildren; three sisters, Sheilah Jones of Havana, Mary Henderson of Morton and Karen (Jim) Dyas of Springfield and two brothers, Rick Otto of Quincy and William Otto of Havana.
Wanda formerly worked at the bowling alley and for Hardees, both in Lewistown.
She was of the Christian faith and enjoyed staying close with family, especially her sisters.
No services or visitation are planned. Cremation has been accorded by Preston-Hanley Funeral Homes & Crematory in Pekin.
