Scott was born on April 18, 1957 in Peoria, the son of Robert & Constance Ebbing Dowell. He married Margaret Baker Artman on April 14, 2001 in Pekin.
He is survived by his wife of eleven years; his mother, Constance of Canton; four sons, Jared of Pekin, Chris (Debbie) of South Carolina, Dan and Steve, both of Tennessee; two daughters, Amanda of Pekin, and Jennifer Halbert of Tennessee; one step-son, Jason Artman of Pekin; one step-daughter, Megan Artman of Pekin; two grandchildren, and one step-grandchild; two sisters, Sherrie (Gary) Guehler of The Colony, Texas, and Vicki (Glen) Phillips of Canton; and many nieces and nephews.
Scott is preceded in death by his father, Robert Dowell, and two brothers, Alan, and Kelly.
Scott retired from the United States Army after serving for over 20 years. His most current job was working for Fresenius Medical.
In October 2008, Scott was the recipient of a heart transplant. He was very grateful for each and every day to spend additional time with his family. He spoke at various organizational meetings including Donate for Life, about organ donation and the priceless value it had for him. With this in mind, he was able to donate when he died as well.
Scott dearly loved to fish, but his most recent passion was watching his children's sporting events.
Cremation rites will be accorded.
A Memorial Service will be at 7:00 p.m. on Thursday March 7, 2013 at Davison-Fulton Woolsey Funeral Home in Pekin. Pastor Jack Thompson will officiate. Visitation will be one hour prior to services.
