He was preceded in death by his grandmother, Carrie Higgins, his maternal mother, Marie Stephens-Higgins, and his beautiful daughter, Debra Jean Higgins.
Louis grew up in Woodruff, South Carolina where he was raised by his grandmother, Carrie Higgins. After high-school, he enlisted in the United States Air Force. While serving he had four daughters: Dana, Debra, Janice, and Leslie Higgins.
After his service, he became a correctional officer and eventually retired after 39 years. He enjoyed talking about his time spent in the Air Force and the Department of Corrections to anyone that would lend an ear.
He was a Chicago Cubs fan and went to his first game at Wrigley Field, thanks to his one and only son Jay Higgins.
Surviving are four daughters; Dana Higgins-Martin, Janice Higgins, Leslie Higgins, and Shannon Higgins. One son; Jay Higgins. Six grandchildren; Dan Daniels, David Daniels, Diona Daniels, Malayia Higgins, Oliver Kenyon, and Inara Kenyon. Caretakers; Julie Roots, Thad Franklin, Shannon Higgins, Bryton Hussemann, Kwoneisha Hicks-Roots, Ilya Richardson and Malayia Higgins.
Cremation has been accorded by Preston-Hanley Funeral Homes & Crematory in Pekin.
