Born November 5, 1946 in Pekin to Harold and Louise (Spalding) Arms, she married Richard Leland DeLay on August 30, 1964 in Pekin. He preceded her in death.
She was also preceded in death by her parents; one son, Rick DeLay and one sister-in-law, Ima Fitzgerald.
Surviving are two daughters, Teresa (Jackie) Laney of Toluca and Tonya (John Windsor) DeLay of Havana; five grandchildren, Patrisha DeLay of Toluca, Jonathon Laney of South Carolina, Jacob (Emily) Laney of Toluca, Tre’ DeLay and Ashton Eslinger, both of Manito; five great-grandchildren and two sister-in-laws, Wilma Calvin and Barbara Autry.
Celia was a homemaker of her own home.
She was devoted to her family, Celia enjoyed sewing, crafting oil painting, camping, fishing and feeding her birds.
Her graveside service will be held at a later date at Glendale Memorial Gardens in Pekin.
Memorial contributions may be made to the charity of the donor’s choice.
