Dick was born to J Price and Francis Bidwell Neff on May 3, 1928. He lived a full, loving, family filled upbringing with his 4 siblings. He graduated from West Jefferson High School.
After graduation, Dick enlisted in the United States Marine Corp; serving during the second World War. After his honorable discharge, Dick and his brother Brad became the first 2 brothers to graduate in the same class from the Columbus Police Academy. As a Columbus Police Detective, he successfully navigated a colorful career in both the Vice and Narcotics division.
While serving his community in law enforcement, Dick met and married the love of his life, Mary Ann Pawlowski. Together they raised 2 children, 5 grandchildren and 2 great grandchildren. His family was the center of his universe and they thrived under his leadership.
Throughout his life Dick, a second--generation horseman, raised and raced harness horses. They were his passion and he remained actively involved in this vocation his entire life.
Dick was blessed with extreme mental and physical strength, a keen intellect and immeasurable vitality. He excelled in all aspects of life. Dick, affectionately nicknamed “Pop”, was known for telling stories about his colorful life while also offering advice and guidance to countless others. He was truly beloved and an inspiration to all.
Dick was preceded in death by: his extraordinary wife Mary Ann, his parents J Price and Frances, in-laws Adolph (Olympia) Pawlowski, siblings Wayne, Brad, Paul (Sue) Neff, Sharon (Don) McPherson, brother-in-law Roger Morgan and son Richard Wayne Neff.
“Pop” is survived by: children Charles (Shelley) Neff, Julie (Tim) Leonard, grandchildren Nick (Macee) Leonard, Samantha Leonard, Liam Leonard, Sydney Neff and Rachel Neff, great grandchildren Ella Leonard and Maelee Leonard, sister in laws Terri Morgan, Pat Neff, brother/sister-in-law John (Nancy) Pawlowski and numerous nieces/nephews and countless friends amassed over a long dynamic life.
Per Pop’s request, a “Celebration of Life” is scheduled for Sunday November 5, 2023 from noon to 4:00 at Scioto Downs 6000 S. High St. Columbus, OH 43207 in the Three Diamonds Room. Friends and family are encouraged to come and share stories while celebrating a life well lived.
