James was born in Tom Green County Texas, on March 22, 1938 to the late Margaret Fletcher Luttrell and J.D. Luttrell Jr. He graduated from Bronte High School and continued on to receive a bachelor degree in Business Administration with a major in Economics from Texas Tech University.
He retired from the state of Nevada as the Tax Administrator. He then worked as the Dispatcher/Accounts Payable for A-1 Construction in Odessa, TX for 35 years. He enjoyed gardening and collecting antiques. He also enjoyed collecting Southwestern and Native American artifacts. He loved dogs and had multiple cherished pets throughout his life. He was also actively involved in a small Methodist church in west Odessa.
James is survived by his brother, Tom Luttrell and wife, Johnnie Sims Luttrell; his nephew, Brandon Luttrell and his 2 daughters, Adalyn and Autumn Luttrell; and his niece, Kimberly Luttrell Witherspoon and her husband, Lewis Witherspoon II; along with several cherished cousins and their children.
He is preceded in death by his father, J.D. Luttrell, Jr. and his mother, Margaret Fletcher Luttrell; his paternal grandparents, Jenny Lou and Jim Luttrell; and his maternal grandparents, Iva and James W. Fletcher.
There will be a graveside service at the Fairview Cemetery in Bronte, Tx on Wednesday, April 16th at 1:00 PM.
