

Mr. Cotterman attended Bliss Business College in Ohio before leaving in 1940 to work at the Department of Defense in Washington, D.C. In 1941, he joined the Department of State and was intially assigned to the the embassy in London, England. Subsequent adminsitrative posts were in Buenos Aires, Argentina, Rangoon, Burma, Saigon, Vietnam, Hamburg, Germany, and Santo Domingo, Dominican Republic. Mr. Cotterman also served as Director of Finance for the Central Treaty Organization in Ankara, Turkey, as Consul in Nuevo Laredo, Mexico, and as Executive Director of the Offfice of the Legal Advisor at the Department of State. He retired after 35 years in the Foreign Service. He served in Rotary International while in Mexico as well as in retirement and he was recognized as "Sertoman of the Year" in 1983-84 for outstanding service to his community and club. In retirement he was also a licensed realtor in Virginia, Ohio and California. He especially loved working, traveling, playing golf, and keeping up with national and world politics.
He is surived by his wife, Jacqueline Cotterman; daughter, Karen Spivey, and husband Mickey; son, Mark Cotterman, and wife, Laura; step-son, Mike Tiller, and wife, Connie; grandchildren, Leigh and Matt Spivey; sisters, Marjorie Ream, Sandi Warner and Pat Adcock and all of their families and extended family. He was predeceased by his parents, Guy and Lottie Cotterman; his brother, Bob Cotterman, and a sister, Eileen Secoy.
A Celebration of life service was held on Wednesday, September 1, 2010 at 2:00 pm at the Center for Spiritual Development in Vista, California. Mr. Cotterman's final resting place is Eternal Hills Memorial Park in Oceanside, California.
