Scott was born in Cincinnati, Ohio, graduated from Santa Ynez Valley Union High School in 1970, and Westmont College in Santa Barbara in 1975, with a degree in Political Science.
He married Carin Dahlen in 1970, and recently celebrated 51 years of marriage.
Scott was Legislative Analyst for Congressman Lagomarsino of Santa Barbara, in Washington D.C., for four years. He then returned to Santa Barbara where he began his long career in contracts management and consultation in water treatment for large municipalities. He later worked for himself consulting to many companies in the same field worldwide.
Scott semiretired to Oakhurst, California.
Scott loved music, politics, hiking, camping in the mountains, and riding his motorcycle.
He is survived by his wife Carin, daughter Maridyth Schmidt of Clovis, son Ben Jackson of Fresno, and two grandsons Michael and Lukas Schmidt.
