Jesse Blaine Frazier, “Blaine,” age 80, was born January 30, 1942 and passed away August 22, 2022 at Regency Retirement Village in Morristown, TN. One of Blaine’s greatest joys were his dogs and any animal that happened to be fortunate to call Blaine’s home theirs. Blaine’s other joy was racing and in 1965 Blaine, and his late brother, Bill Frazier, built the Tazewell Speedway. Preceding him in death are his parents Jesse and Vickie Henry Frazier, brothers Chester and Bill Frazier, sister Ina Lee Tipton.
