She is survived by her sons, Sidney Russell "Rusty" Toler, and wife, Gail Toler of Savannah, GA, and Ray Kent Toler, and wife, Lori Toler of Morehead City, NC; grandchildren, Russ Toler, and wife Amy Toler of Savannah, GA, Mathew Toler, and wife Alexis of Savannah, GA, Christopher Ryan Toler, and wife Megan of Saint Simons Island, GA, William Neal Toler of Virginia Beach, VA, Mary Emaline Toler of Raleigh, NC.

She is survived by 3 great grandchildren and 8 nieces and nephews

She is preceded in death by her loving husband, William Roosevelt Toler, Jr.; brother, Carlos Russell Dowdy; and parents, Carlos and Mary Dowdy.

A Graveside Service will be held on Thursday, February 4, 2021 at 11:00 AM where Shirley Dowdy Toler will be laid to rest beside her husband at the Austin Cemetery in Kitty Hawk, North Carolina. A Celebration of Shirley's Life will be held later.

Shirley and Bill were married November 20, 1941. After Bill’s WWII Navy service ended, they eventually settled in Havelock, NC. While Bill began a career at the Overhaul and Repair Facility at Cherry Point, Shirley began working also, joining the NC School system as a secretary. She eventually retired from the school system. They were founding members of Cherry Point First United Methodist Church in Havelock, NC. Mother enjoyed her Church and family. She was kind and loving to all.
